That makes brettonia undisputed best because of no supply lines, economy and confederation.Īfter that its an even field of dwarves, empire, TK, HE, WE, DE (economy), GS (waargh), lizardmen (star chamber, dino ritual) If by best you mean powerful and we're talking singleplayer, i'd say campaign mechanics is far more decisive than battle/units.
